Simple observations narrows down the issue to a solvable problem.

A gas oven that does not light is experiencing one of three difficulties. If your electric oven is not working but the stove top is the situation is similar to that of a gas stove. The noise comes from an electric igniter that sparks the burner and stops when the burner lights at least after clicking 3 times. All gas no electrical power save for the light.

The unit is getting power as evidenced by the working burners so there must be something wrong with the oven heating element. As the igniter draws electric current it will heat to a high temperature and glow as well as cause the bi metal in the oven safety valve to warp and open the valve releasing the gas to be ignited.
